Retakes server name

We have !raffle in the server name but don't have the raffle plugin installed on the retakes server... either !raffle needs to go or the plugin should be installed .

Also, similar to how scrim says how many people are needed to start the game, we could also use the same plugin for retakes. When people sit in spec without joining queue, people take a look at the 10/10 slot count and think the server is full of people playing when in reality we have slots to fill. This plugin/feature would solve this issue.
