I dont understand the point of that not being able to work in deadchat.

Then, make it so only dead players can see it when put in dead chat.

This seems completely unnecessary for the amout of work nessecary to edit the plugin just to allows a chat feature for the dead, just talk normally.

Correct. Unnecessary. This is a command that can used on every server (possibly not scrim) so I see no reason to add it to dead chat. Flex your donation powers when you’re alive.
