Hawkeye did this once or twice and it muted the other cts for the rest of the round making it hard for them to give orders and communicate. Quote Link to comment

I think probably around the 3 minute mark so I don't believe that it is because the FO command is allowed for a bit. It was at a time where FO should not have been able to be taken. This only happened once, but in the middle of the round, i tried !fo, it worked. I could talk and type in center of the screen for the rest of the round, Prisoners could speak, but other cts could not. I tried again multiple times, and did not work.
